After Leon has adjusted himself to the new location that looks like Inkopolis Square, but it’s not. Pearl now joins him onto a journey to go find Marina, who's currently on the top of the spire. While entering the building, Pearl gives Leo a new Stamper for him to use. They encounter Acht, went up the spire, and now encounter Marina who is mind controlled, just like Leo was back in the Deep Sea Metro. Leon is now determined to save Marina and find out why he's here in the first place.
